Put that ring on top of the ruler and try to lay it down as horizontal as possible. Measure the widest diameter of that ring inner area.

Wrap around your finger with a rope and try to hold tight to your finger.
Step 2
Make a mark on the rope.
Step 3
Use a ruler to measure the area with marks and you will get the length of your finger circumference.
Wrap around your neck with your soft ruler and try to hold tight. Then you will get the length of your neck circumference.
